The Demise of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are fought: positive announcements are delivered from different nations. Considerable effort is expended on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's missile defense engaged: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and another blackout.

Persistent Threats

Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The detailed framework from Washington sparked intense emotion, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a entire defensive failure until circumstances change in its favour.

Existing Situation

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
